The City of Des Moines owns the surface parking lot in the East Village across Robert D. Ray Drive from City Hall, bordered by East Grand Avenue, East Locust Street, and East 2nd Street. 101 East Grand Parking, LLC (Developer) will be developing a mixed use project on this site and are proposing a mix of housing, retail, office, and structured parking.
The first phase of implementing this plan is construction of the parking garage. The parking garage is planned to be six floors with approximately 535 parking spaces. The garage is designed to utilize post-tensioned concrete construction with fritted glass panels cladding the east and west ends of the parking garage. The north and south elevations of the garage would be concealed from public view by future development planned for the block, and will utilize a simple utilitarian cable rail structure. The parking garage will include solar panels on the roof that will provide a “net zero (0)” operations for the garage (the solar panels will produce all of the energy needed to operate the garage).
The entry/exit to the garage is planned for East 2nd Street, with the vertical pedestrian circulation elements located on the east and west ends of the garage. An emergency garage exit and access, if needed, is planned for the northwest corner of the garage along East Grand Avenue. This secondary access point will extend north-south across the block and transition into a pedestrian-only plaza that will provide access to the garage when the future civic building is implemented on the west side of the block.
During this time, City Hall will be closed to the public and City offices will move to other nearby locations.
The Developer’s Contractor started construction in May 2016.
Construction is anticipated to be substantially complete in fall 2017.
